Job Description
The Nebraska Department of Health & Human Services (DHHS) Information Systems and Technology team is seeking a leader for Data Management and DHHS Data Nexus. This position will be driving the DHHS Data Nexus initiative, which is the department’s approach to building a more robust data management and data analytics infrastructure. The Data Nexus workstream leverages Azure Cloud technologies, Snowflake Data Warehouse, and Tableau tools.
Key Job Responsibilities

Leading the Data Nexus Team and its efforts of improving the customer experience in accessing, processing and visualizing DHHS data, as well as developing data usage efficiencies.
Lead and manage a team of Workstream Leads, Data Architects, Developers, Data Analysts, and Business Analysts
Collaborate with Chief Data Strategist and team on DHHS data priorities and Data Governance Strategic Plan
Provide technical expertise to DHHS CIO and leadership in data warehouses, business intelligence, machine learning tools, and ETL processes.
Provide oversight on Data Nexus operations, including but not limited to architecture, data, and visualization tools and support
Lead and support data initiatives such as master data management and analytics within the agency
Identify, recommend, and implement comprehensive data solutions in support of the DHHS divisions/program’s goals and objectives
Partner with operational systems owners to ensure alignment of their data strategies with the Data Nexus Initiative and enterprise data management goals
Formulate management techniques for quality data collection to ensure the adequacy, accuracy, and legitimacy of data
Create, document, and maintain access and security management programs in Nexus as it relates to data and visualization access.
Serve as a liaison between the business and its functional and technical areas of the technology and protect sensitive and confidential data
Provide executive level status and reporting on all aspects of Data Nexus
Requirements and Skills

The qualified candidate(s) must possess:

Minimum of 7 years of experience in a major services organization or government agency leading, overseeing and/or implementing data management or analytics projects.
Bachelors or Masters in Computer Science, MIS, or Information Management
Experience promoting and implementing Data Governance
Highly proficient in cloud technologies like Microsoft Azure, AWS, etc
Experience in Snowflake Cloud Data Warehouse is a big plus.
Expertise in Data Visualization tools and technologies, preferably Tableau.
Knowledge of industry-leading data analytics, reporting, and management practices
Knowledge of data governance practices, business and technology issues related to managing enterprise information assets, and data security and privacy approaches.
Knowledge of data related to government regulatory requirements and emerging trends and issues
Experience working with Product Owners to prioritize business needs
Ability to define an enterprise data technology strategy
Technical expertise around data management systems and tools; including but not limited to ETL processes, data stores, data warehouses, business intelligence, and machine learning tools.
Ability to devise and implement efficient and secure procedures for data management and analysis with attention to all technical aspects

Qualification

 

Leader Data Management – Minimum of 7 years of experience in a major services organization or government agency leading, overseeing and/or implementing data management or analytics projects.

Bachelor’s Degree – Bachelors or Masters in Computer Science, MIS, or Information Management
